Trump will sign border deal, but also declare emergency, McConnell says

Lawmakers Reach Shutdown Deal, But Will Trump Sign It?

The Trump administration has suggested that it could use national emergency powers to redirect money already committed by Congress for other purposes toward paying for Mr Trump's wall. She also said that she may file a legal challenge if Trump went through with the national emergency. The funding measure is through the fiscal year, which ends September 30.

Both the Senate and House have passed the border security bill that avoids another federal government shutdown Friday, and Trump plans to sign it.

The measure includes only US$1.375 billion for border barriers or fencing, far from the US$5.7 billion that Trump has sought for his long-promised border wall - a demand that led to the recent 35-day government shutdown, the longest in U.S. history.

Though he called the budget bill "far from ideal", Romney said he voted for it because it includes critical funding for border security and immigration enforcement, and prevents another government shutdown.

An emergency declaration will mean funding is shifted from other federal priorities to ensure the wall is built. Moving to an emergency declaration is a next step that Trump has been exploring for weeks.

The president was pressured by his conservative allies to use executive action to bypass Congress to build the wall.

Now that it's looking likely that Trump will exercise that power to build his dream wall along the US border with Mexico, you may be wondering what, if anything, Congress can do to stop him. "It's a humanitarian challenge". The senator said he had spoken to the president.

She added that Motown producer Berry Gordy and producers of the 61st annual show, were "thrilled" about her involvement. When the Grammys announced that tonight's show would include a tribute to the music of Motown , it was fitting.

Her criticism came just after the White House confirmed that the president would sign off on the legislation, while also announcing that he would declare a national emergency at the U.S. -Mexico border. Once Mr. Trump proclaims an emergency at the border, he will have the ability to invoke more than 100 specific special powers to deal with it, including provisions that allow him to divert funds from the Defense Department's budget to fund special military construction.

On Wednesday, Trump said that he did not want to see another partial government shutdown, asserting that it "would be a awful thing" and did not want to see "another one". Some legal analysts say the emergency declaration is deeply alarming because it is an aggressive power grab by the president on funding issues.

Mr. Trump promised during the campaign to build a wall along 1,600 to 3,200 kilometres of the border and have Mexico pay for it.

"If the president can declare an emergency on something that he has created as an "emergency", an illusion that he wants to convey, then think of what a president with different values can present to the American people".

Pelosi, Trump's Democratic nemesis, expressed disdain for the president's upcoming emergency declaration, warning that he was doing "an end run around Congress".

"Right now they are not saying whether or not the president is going to sign this". So Trump relented. Now he wants to bully his way to building a wall by justifying his action on national security and humanitarian grounds.

She and Senate Democratic leader Chuck Schumer also issued a strongly worded joint statement condemning the move.

Finally, voices counseling calm in the face of the emergency declaration point to the 59 emergency declarations made by presidents since the 1976 National Emergencies Act.
