In preparing his report, Lester sought input from MIT faculty, students, staff, and alumni, and consulted the faculty International Advisory Committee as well as external experts on Saudi Arabia and the region. A senior Turkish official Wednesday said the prosecutor's move "reflects the view that the Saudi authorities won't take formal action against those individuals".

But it emphasized that it would "continue as before to welcome scholars and students from Saudi Arabia to the Harvard community".

The handful of prominent Republicans who openly broke with the administration over Khashoggi's killing on Tuesday after receiving a briefing by Central Intelligence Agency director Gina Haspel, included South Carolina Sen.

Introduced by a top ally of President Donald Trump, Republican Senator Lindsey Graham, and by Democratic Senator Dianne Feinstein, the resolution says the Senate "has a high level of confidence" that the crown prince 'was complicit in the murder'. Graham said Tuesday the difference between the Haspel briefing and the one last week was "like darkness and sunshine" in terms of shedding light on MBS's involvement in Khashoggi's killing.

Khashoggi, a Washington Post columnist who was critical of the kingdom's policies, was killed by Saudi government agents linked to to the crown prince inside the Saudi consulate in Istanbul early in October after he went there to retrieve personal documents.

Graham said he supported the idea of stopping USA aid for the war in Yemen, but thought the war powers resolution was not constitutional.

Senators in both parties have been enraged over the killing and over Trump's equivocating on who is to blame. Mike Lee, R-Utah, Bernie Sanders, I-Vt., and Chris Murphy, D-Conn., makes no mention of Khashoggi, it does call on the administration to end US military support for the Saudi-led coalition fighting a war in Yemen.

President Trump and members of his administration have dismissed the CIA's conclusion that the crown prince was behind Khashoggi's killing and have rejected taking action against the country. Human rights groups say the war is wreaking havoc on the country and subjecting civilians to indiscriminate bombing. But others, such as Graham, favour a broader measure that ceases arms sales to Saudi Arabia and slaps sanctions against all those responsible, including the crown prince. Graham voted in favor of the resolution.

"What I've been asked is - if I say something, I need the evidence", he continued.

But to become law, the resolution would not just have to pass the Senate this month, but also must pass the House of Representatives and be signed by Trump, neither of which is expected this year.

The administration last week sent Mattis and Pompeo to the Capitol, but senators emerged angrier than before, in part because Haspel didn't participate.

Assiri often sat in during Prince Mohammed's closed-door meetings with visiting foreign dignitaries and Qahtani was a key counsellor to the crown prince.
