But a federal judge in Montana ruled Thursday that the Trump administration's reversal ignored information about the pipeline's environmental impact to support reversing the Obama administration's decision.

TransCanada Corp.'s long-troubled Keystone XL oil pipeline project hit another roadblock as a U.S. District Court in Montana ruled it must wait for a further environmental review. "We remain committed to building this important energy infrastructure project".

In August, Morris ruled that the State Department was obligated to "analyze new information relevant to the environmental impacts of its decision" to issue a permit for the pipeline past year.

Yesterday's ruling is temporary, and requires the government to do a more thorough review of how the project might affect the climate, cultural resources and wildlife.

It was a major defeat for President Donald Trump, who attacked the Obama administration for failing to move ahead in the face of protests based largely on environmental concerns. "And I guess they'll end up going to the [U.S. Court of Appeals for the Ninth Circuit] as usual".

The decade-long saga over the Keystone XL pipeline has had more detours than the project's almost 1,200-mile proposed path from Hardisty, Alberta, to Steele City, Nebraska.

Morris said the government must provide "new and relevant information regarding the risk of spills".

The project has met sustained opposition from environmental advocacy groups, who argue the pipeline would be especially damaging to the climate because it would mean extracting thick, low-quality oil from Canada's oil sands, with tree-cutting and energy consumption in the process.

The State Department could try to address the deficiencies the judge indicated in the ruling, appeal the decision to a higher court, or Congress could try to pass a law enabling the project's construction.

Under President Trump, the State Department wrote "there have been numerous developments related to global action to address climate change, including announcements by many countries of their plans to do so" since the Obama administration's decision two years earlier.

The order stems from a lawsuit filed by the Indigenous Environmental Network and North Coast Rivers Alliance, which alleges that the State Department and TransCanada violated National Environmental Policy Act, or NEPA, the environmental law described in the order as "the basic national charter for protection of the environment".

Trump claimed there would be "great construction jobs" stemming from Keystone XL, which involves the building of a 1,200 mile pipeline across six U.S. states in order to bring crude oil from Alberta in Canada to refineries on the Gulf Coast.

One of those litigants in this case, the Sierra Club, cheered the decision on substantive grounds.
