In the run-up to the elections, Tsai and her government said repeatedly that China was trying to sway voters with "political bullying" and "fake news", accusations that Beijing denied.

Her pro-independence Democratic Progressive Party (DPP) is set to lose more than half of the 13 cities and counties it won in 2014, Taiwanese media report.

The Nationalists also defeated the DPP in the central city of Taichung, while Ko Wen-je, the independent mayor of Taipei, the capital, appeared on track for a second term.

To win back support, several analysts said Tsai should move closer to the US, which sells weapons to Taiwan to defend against forceful unification by the mainland.

The recent turn of fortune for the party has not gone unnoticed by Al-Jazeera's Adrian Brown, who believes the DPP's push to turn away from Beijing played a role in their defeat.

While Saturday's polls were largely decided by local concerns, Beijing cast a heavy shadow after two years of unrelenting efforts to restrict Taiwan's participation in worldwide society and advertise its threat to use force to bring the island under its control.

Bejing has staged war games around the island of Taiwan and poached five of its diplomatic allies. The DPP has been firmly against the One China Policy, which would place Taiwan as being under the same territory as mainland Taiwan. Her efforts to cut retired public servants' pensions angered KMT voters, who make up a large portion of Taiwan's civil service, while DPP supporters said she didn't do enough to pursue promised reforms or support progressive referendum proposals.

Christian groups and advocates of the traditional Chinese family structure stumped for Saturday's referendum along with a separate ballot measure that suggests using a "different process" to protect same-sex unions, a likely reference to keeping the civil code's marriage wording as is.Both measures passed.

Voters passed a referendum asking that marriage be restricted to one man and one woman despite draft legislation past year by ruling party lawmakers suggesting recognition of same-sex ties.

Tsai has made little progress despite campaigning on a promise of marriage equality in the run-up to elections in 2016.

This is despite the fact that a court ruling last year on same sex unions ordered for legislation to be made within the next two years to allow gay marriage as well.
