Putin made the claims Thursday during the Valdai forum in the Black Sea resort city of Sochi, saying IS had taken 700 people from a displaced persons camp near Deir el-Zour in an area controlled by USA -backed forces.

It would enable Russian Federation to launch a nuclear strike at North Atlantic Treaty Organisation countries at very short notice.

USA officials said Thursday that while there was an attack on the camp, the rest of the Russian president's claims, which echoed reporting by Russia's TASS news agency, were unsubstantiated.

US-Russia ties are under deep strain over accusations that Moscow meddled in the 2016 presidential election, as well as tension over Russian support for the Syrian government in the country´s civil war, and the conflict in Ukraine. "And we're not going to let them violate a nuclear agreement and go out and do weapons and we're not allowed to".

"We have overcome all our partners and competitors, so to speak, in this area".

"There were more opportunities in one great, united, powerful state", he said.

Israel and Jordan reopen key border crossings with Syria

He also said at the event that Moscow will be deploying hypersonic weapons in the "coming months", as quoted by CNBC.

"We are slowly slipping back to the situation of cold war as it was at the end of the Soviet Union, with quite similar consequences, but now it could be worse because (Russian President Vladimir) Putin belongs to a generation that had no war under its belt", said Dmitry Oreshkin, an independent Russian political analyst. He thinks Trump wants "some sort of stabilization and improvement of U.S".

"They will simply die because they won't even have time to repent".

"There are ISIS members remaining in several places", Putin said.
