California's laws have enormous influence across the country. A 2012 law limited the practice for minors, but Low's bill would have expanded the ban to adults.

The bill seeks to turn California into the leader of a widening state-led backlash against the FCC, which did not respond to a request for comment. Now that it has passed the California State Assembly, SB822 moves on to the State Senate where it should have no difficulty passing.

"However, the legislation includes extreme provisions rejected by the Obama FCC in 2015 and could threaten the innovation and investment that are the backbone of California's economy".

The FCC did not reply to a request for comment. Many fear the "cabelisation of the internet" that would occur under the absence of net neutrality. "They're still paying attention". In June, the state adopted an internet privacy law, the first in the nation.
