In the letter, President Trump's attorneys noted the "unprecedented access and voluntary cooperation in the collection of all documents requested from the White House, the Donald J. Trump For President Inc., and individual witnesses".

They also argue that Trump can not be accused of obstructing justice because he has the constitutional power to end the investigation led by the Justice Department.

President Trump has already tried to fire Robert Mueller and end his investigation.

The memo, with a letterhead in Comic Sans font, is dated January 29 and was obtained by The New York Times on Saturday.

Trump has spent months attacking Mueller, who has been leading the Russian Federation investigation since May 2017 after the president terminated FBI Director James Comey.

The last time a special counsel was investigating a White House occupant, President Bill Clinton between August 1994 and February 1999, then counsel Kenneth Starr's office spent US$52 million in the 4-1/2 years.

But the letter sent to Mueller shows the Trump team's efforts to avoid having to sit for an interview with the special counsel, stressing that while the White House will cooperate, it hopes the investigation will end soon.

Over the weekend, The New York Times published two leaked letters sent by the President's lawyers to Mr Mueller. However, the lawyers said they would be willing to provide written answers to questions asked by Mueller's team.

More than a dozen members of the special counsel's team have donated nearly exclusively to Democratic candidates, according to Federal Election Commission records; Kevin Corke reports.

He also investigated unfounded claims, supported by Trump, questioning Obama's citizenship. Trump said she was "unfairly treated" and "used to be my biggest fan in the world".

Mr Trump later added that the "appointment of the Special Councel is totally UNCONSTITUTIONAL!"

Trump's lawyer, former New York City Mayor Rudy Giuliani, said this week that he had drawn "red lines" for Mueller in talks over a possible interview with the president.

A Justice Department spokeswoman declined to comment. On Tuesday, he called it the "Russian Witch Hunt Hoax" and blamed Attorney Jeff Sessions for allowing it to continue.

There is logic to the argument that Trump couldn't have obstructed justice by firing Comey, even if the questions haven't been fully resolved, said Josh Blackman, a professor at South Texas College of Law.

The acknowledgment was tucked away in the letter, which largely focused on defending Trump from a potential subpoena for testimony and asserted broad executive powers to avoid a high-stakes interview with Mueller.

Paul Manafort, Gates's former business partner, who also served as Trump campaign chairman for a stretch in 2016, is fighting conspiracy, tax and money laundering charges.

"Pardoning himself would be unthinkable and probably lead to immediate impeachment", Mr Giuliani, a member of Mr Trump's legal team, told NBC's Meet The Press. Mueller also tells Trump's team that the President is a subject of the probe, according to The Washington Post.

In another episode Mueller has been probing, Trump's lawyers conceded for the first time that in July 2017, Trump "dictated" a statement to be released on behalf of his son Donald Trump Jr. about a meeting that the son had taken with a Russian lawyer during the campaign.
