When asked to respond to the Cuomo's statements, Homan said,"There's only one politician in this conversation, and that's the governor".

Cuomo at the press conference said some of those actions include assembling a "state-wide" network of "rapid response teams" that consists of "legal counsel" who could quickly dispatch to a crisis situation.

ICE says three of the individuals had been deported from the the past.

I.C.E. has found itself under the microscope, following a recent arrest performed at a dairy farm near Rome, where agents reportedly arrested an illegal immigrant from Guatemala. That worker was later arrested and is still being detained.

Homan accused Cuomo of "grandstanding", emphasizing that "ICE can not and will not cease and desist from fulfilling our agency's congressionally mandated mission of enforcing federal law".

"The reckless and unconstitutional practices ICE is deploying in our communities violate everything we believe in NY and are an assault on our democracy", Cuomo said in a statement.

"The persistent failure of your agents to properly identify themselves or produce required documentation to conduct lawful searches and arrests is illegal and creates significant risk of harm to all New Yorkers, including law enforcement who have also been left unaware of your activities within the communities they are entrusted to protect", Cuomo wrote in the cease-and-desist letter.

ICE "cannot and will not cease and desist" from fulfilling the agency's congressionally mandated mission, he said. "These courageous men and women leave the safety of their homes every day to protect this great nation and our communities".

"Reflecting our commitment to public safety, since September 2016, ICE has arrested almost 5,000 criminal aliens in New York-individuals with a criminal conviction in addition to their violation of immigration laws".

"The governor supports these policies at the expense of the safety of the very same communities he took an oath to protect", Homan said.

The announcement follows an increase in aggressive tactics in ICE raids across NY, especially affecting farms and the agricultural industry.

And maybe someday we'll all be able to look back to a time when the rule of law - combined with the compassion that has been an American hallmark - returns as a bedrock tenet in our cities, states and country.

"With respect to the cases the Governor mentioned, Ravi Ragbir, arrested in Staten Island, is a convicted aggravated felon in addition to his immigration violations".

According to officials, the new executive order prohibits state agencies and officers from inquiring about an individual's immigration status unless required by law or necessary to determine eligibility for a benefit or service or disclosing information to federal immigration authorities for the goal of civil enforcement, and also prohibits law enforcement officers from inquiring about immigration status unless investigating illegal criminal activity. "ICE is endangering public safety by not notifying local law enforcement (of an arrest they're about to carry out)".
